Appointment requirements:
An appropriate three (3) year tertiary career-related qualification (Degree or National Diploma) or equivalent qualification
Relevant work experience with involvement in the sustainability development and managing of a green programme, including through project identification and development
Relevant experience as a supervisor within a Strategic Support environment
Compliance with MFMA unit standards as per prescribed by Regulation 493 of 15 June 2007 as published in Government Gazette 29967 to 15 June 2007
Computer literate

Personal attributes / competencies:
Sound knowledge of the relevant legislation that govern employment practices, i.e. MFMA, EEA, SDA, BCEA and LRA, Corporate Governance; In-depth understanding of Government strategic thinking and policies in relation to human capital management and how they can practically be applied; Considerable knowledge of modern policies and practices of public personnel administration; Thorough knowledge of employee classification, compensation and benefits, recruitment, selection, and training; Principles of human resource administration; Policies, procedures, ordinances, and resolutions governing City personnel activities, conditions of employment, and employee benefits;
Knowledge of and analysis of the impact of labour market conditions and socio-economic issues on recruitment and employment; Understand and interpret policies and procedures and explain them to others; Ability to efficiently and effectively administer personnel systems; Ability to establish and maintain effective working relationships with employees, city officials, labour unions and the general public; Principles and practices of municipal budget preparation and administration; Ability to plan activities, goals, and objectives of staff members and the department and monitor compliance to same as dictated by Group policy; Principles and practices of project management; Business Acumen

Duties:
Originate, appraise and monitor implementation of green programmes and projects under in accordance with MFMA and funder requirements;
Lead the preparation of projects for submission to national and international funding agencies and instruments;
Develop and manage a database of sustainability/green projects as well as monitoring and quality assurance of implementation;
Lead the development and enhancement of CoT’s sustainable development portfolio and explore on-going growth & development opportunities
Establishing collaborative relationships in the development, implementation and monitoring of projects.
